Objective The overall aim of the DIKU funded (2017-2022) EXCEL SMART- Exceeding Learning through Strategic Mobility and Academic Partnership - NORPART Project is to enhance the quality of higher education in Ethiopia and expand and strengthen the academic cooperation between Jimma University (JU), St. Paul’s Hospital Millennium Medical College (SPHMMC) and University of Oslo (UiO).

Mobility is bidirectional and strategically driven by each institutions research and education development agenda and funds master, PhD candidates and staff mobility. Through strategic mobility and mentoring, we will ensure increased quality and internationalization of the new PhD programs at JU and SPHMMC. As most of the Ethiopian PhD students are employed public staff, the mobility is human resource training.

About the NORPART Excel Smart Project

The overall aim of the DIKU funded (2017-2022) EXCEL SMART- Exceeding Learning through Strategic Mobility and Academic Partnership - NORPART Project is to enhance the quality of higher education in Ethiopia and expand and strengthen the academic cooperation between Jimma University (JU), St. Paul’s Hospital Millennium Medical College (SPHMMC) and University of Oslo (UiO). Mobility is bidirectional and strategically driven by each institutions research and education development agenda and funds master, PhD candidates and staff mobility. Through strategic mobility and mentoring, we will ensure increased quality and internationalization of the new PhD programs at JU and SPHMMC. As most of the Ethiopian PhD students are employed public staff, the mobility is human resource training.

Selected Ethiopian PhD candidates are nominated for mobility to Norway. The Excel Smart project staff identify Norwegian researchers willing and interested in serving as a mentor and co-advisor for the PhD candidate in his/her PhD research project. The candidates where a Norwegian researcher is identified, will be notified.

If, after a digital meeting between the Ethiopian main advisor, the PhD candidate and the interested Norwegian researcher the team agrees to work together, a timeline for the PhD work where various courses, team meetings, mobility, research activities and scientific writing is outlined. This is to be shared with the Excel Smart project staff.

The Excel Smart staff will coordinate the mobility arrangements. Planning and preparation of mobility starts at least 6 months in advance. The Excel Smart project covers travel, visa, living and housing expenses for the PhD candidate while in Norway. Health and travel insurance is on the PhD candidate. Expenses related to the PhD research are on the Ethiopian institution.

Ethiopian PhD candidate

While in Norway, the PhD candidate will have the opportunity to engage actively in literature studies, and attend university-wide research seminars, selected courses or webinars. The success of the mobility rests with the candidate exploring and take advantage of the various opportunities. The goals for and expectations of the mobility should be clearly formulated discussed and agreed upon prior to the travel. In Norway, a PhD candidate is regarded as a junior colleague and not as a student. This implies that he/she is responsible for own learning, as well as the progress and quality of his/her work. The ability to work independently, act upon the advice and critically reflect on the current knowledge base and published literature is essential in the PhD process. The advisor may give comments and suggestions, but the advancement and quality of the PhD project rests with the candidate. The support a PhD candidate gets throughout the process is not standardized and varies from advisor to advisor. Some advisors give very detailed feedback or directions, some just suggestions and “what about” advice. The independence of the candidate is tested in various ways. This can also be said about the candidate’s ability to critically reflect and discuss the subjects in question. Each PhD candidate has to be and become the expert of his/her project. To fully acknowledge and internalize this is key to the success of a visit to UiO.

Norwegian Co-supervisor and mentor during the stay in Norway

The Norwegian researcher (or team) will serve as a co-supervisor, mentor, and research collaborator. Each team will discuss if the co-supervisor role should be formally acknowledged internally at JU, as this is a voluntary collaboration, and all formal responsibilities remain with the main Ethiopian supervisor appointed by JU. Co-authorship on scientific papers will follow international rules. The Norwegian researcher will not be required or requested to support the research project financially in any way.

The Norwegian researcher and his/her team will provide an opportunity for the Ethiopian advisor team as well as the PhD candidate to build relationship with an internationally active research environment. Peer mentoring is critical when advancing research groups and teams.

The PhD collaboration is expected to contribute to these extra outputs:

  • Co–publications with authors both from UiO and the partner institution (i.e. the candidate + more)
  • The candidates give seminars and shorter presentations, guest lecture in UiO courses etc. when in Oslo.
  • For each candidate it is expected ca. 10 ECTs credits transferred from UiO to be part of the PhD degree.

Specifics related to Covid-19

If the travel warrants a time in quarantine when arriving in Norway the Excel Smart Project will cover the costs. However, we will not cover possible returning quarantine costs in Ethiopia. The timing and length of the mobility (maximum total of 5 months) will depend on the PhD candidate’s progress and the availability of the UiO advisor, and of course the Covid-19 situation. However, the mobility has to be completed by end of 2022, European calendar.
