Agenda

The goal of this expert meeting is to discuss experiences from transforming global health into digital global health, and to identify opportunities and strategies for "Digital Global Health for All". Experts from both Germany, Norway, and Tanzania will report from their experiences in digitalization of information outreach, involvement of health workers and patients, and the societal benefits from digital global health.

14:00h Welcome to the Neuro-Kopf-Zentrum (Prof. Andrea Winkler, TUM and UiO, Germany and Norway)

Prof. Winkler leads the Centre for Global Health at UiO and co-leads the Center for Global Health at TUM . She is an expert in Global Neurology/Global Mental Health and One Health.

14:10h Digital empowerment and inclusion - the global perspective (Prof. Josef Noll, UiO, Norway)

Prof. Noll from the University of Oslo (UiO), Department of Technology Systems, is project leader of the "Non-discriminating access for Digital Inclusion" (DigI) project. He is also Secretary General of the Basic Internet Foundation, established by UiO and Kjeller Innovasjon to foster "Internet lite for all".

14:30h Measurability of eHealth literacy and introduction of an applied method (Christine Holst, UiO, Norway)

Mrs. Holst is the coordinator for DigI and a doctoral research fellow at the Centre for Global Health at UiO. She is researching digital health in the global south.

14:50h Benefits of digital health for Tanzania (Dr. Bernard Ngowi, NIMR, & Dr. Felix Sukums, MUHAS, Tanzania)

Dr. Ngowi is a lead researcher at the National Institute for Medical Research (NIMR) in Tanzania and an expert in Infectious Diseases and One Health. He will report from his health-related experiences in Tanzania, and how digital health increases the outreach to the local population.

15:10h Sharing digital solution for research in resource poor areas: experiences from the multidisciplinary project CYSTINET-Africa (Mr. Jan Knobloch/Bernd Brügge, TUM, Germany)

Prof. Brügge and Mr. Jan Knobloch, both from the Department of Informatics, Chair of Applied Software Engineering, TUM, through CYSTINET-Africa have gained large experience in sharing IT solution with partners form the sub-Saharan Africa.

15:30h Global Preparedness and Digital Health (Dr. Elibariki Mwakapeje, MoH, Tanzania)

Dr. Mwakapeje from the Ministry of Health (MoH) in Tanzania is an expert in medical preparedness, e.g. Anthrax. He is currently preparing the roll-out of digital information kiosks in Northern Tanzania, and will report from his experiences.

15.50h Women entrepreneurship fostering health and welfare (Wisam Mansour, Basic Internet Foundation, Norway)

Mrs. Mansour is working as an advisor for digital entrepreneurship within the Basic Internet Foundation at the DigI project.

Main conclusions from workshop

In the expert meeting members of 8 countries presented their view on user involvement. Prof. Andrea Winkler from TUM introduced and set the scene for the international collaboration in health. General Secretary Josef Noll of the Basic Internet Foundation addressed digital empowerment and inclusion as the main driver for the Compact with Africa.

Christine Holst from UiO addressed frameworks for measurability of eHealth literacy, and explained the DigI approach used in Tanzania. Dr. Bernard Ngowi from the National Institute for Medical Research in Tanzania addressed the benefits of digital health seen from the in relation the Tanzania National eHealth Strategy, as well as the Tanzania Digital Health Investment Roadmap 2017-2023. The investment strategy sees a “quick win” through implementing systems for client feedback management, which again asks for the digital empowerment of everyone in the society. Jan Knobloch from presented the lessons learned from implementing digital solutions across countries, including infrastructures in resource poor areas.

Elibariki Mwakapeje from the Ministry of Health in Tanzania addressed preparedness and response to public health threats in Tanzania. He took Anthrax as the example for an outbreak disease, and showed that illiteracy and poverty are linked to high incidences of zoonotic diseases. He then presented the ongoing work on health preparedness through DigI.

Wisam Mansour from the Basic Internet Foundation addressed the link between female entrepreneurship and welfare. Her talk provided entrepreneurial examples using digital to enhance health, and pointed out the need for an integrated view on digital, health and entrepreneurial empowerment.

The final discussion on Strategy for Digital Global Health for All concluded with the following recommendations

• Digital health is an enabler for digital literacy and empowerment
• The DigI project addresses means of measuring eLiteracy through key performance indicators (KPIs)
• Digital Empowerment for All requires an inclusive approach to reach everyone in the society
• Digital Health information spots can act as focal points for digital empowerment for all, and should be established in every village
• The freemium (free for information, and premium for entertainment) access through digital information spots will reach out to people being otherwise left outside of the digital society.
• A village/society server like Yeboo.com is recommended to address the specific needs of the local society
• An integrated view is on health, energy and information access is key for sustainable development and entrepreneurship
