Smart Meter Standards

This pages provides an overview over the most relevant standards for Smart grid operation, with focus on applicability on the Norwegian Market

In Norway the NVE is the legal authority for rules and regulations related to the Smart Grid. The following documents regulate ...

Germany

In Germany the Federal Office for Security in Information Technology (Bundesamt für Sicherheit in der Informationstechnik - BSI) regulates the use of Smart Meters. They have a.o. published the following documents

  • Test-Centre application (Anerkennung als Prüfstelle für die TR-03109) [1]
  • Technische Richtlinie (TR-03109-1)[2]
  • Test Specifications for TR-03109-1[3]
  • Schutzprofil Smart Meter Gateway (BSI-CC-PP-0073)
  • Smart Metering Systems (Feb 2016), including a.o.
    • Smart Metering PKI, [4]
    • Security Module, [5]
    • Administration and Usage, [6]
    • Protection profiles [7]

Comments from "Der Spiegel (2014)": The Federal Office for Security in Information Technology (BSI) was given broad competences. This should not only develop high data protection standards for smart meters, as it is appropriate for such an authority; But also the so-called interoperability. It should therefore ensure that each intelligent power meter can communicate with each power supply. A highly complex task. The BSI was thus overwhelmed from the outset, say some who were involved in the project.

In March 2013, the BSI published the "Technical Directive 1.0" for intelligent electricity meters, a jumble of documents that together fill more than 800 pages - but do not clarify some simple question.

If a vendor goes bankrupt, another company can not simply jump in. And if an intelligent counter crashes, it is not clear where the error can be reported.
