Through the Solution provided by BasicInternet, the mobile network is used to provide a local Wifi information spot. Through a local network control centre (LNCC), we avoid bandwidth demanding traffic. The goal of the Foundation is to provide Internet Lite for all through a Freemium model. The current implementation focusses on a health portal https://izazi.yeboo.com/health_info_dashboard.php
, being the basis for scientific studies by Sokoine University (SUA) and University of Oslo (UiO).

Our goal is that the solution that work in Africa need to be known to the society developing/deploying future networks. See 6G for Digital Inclusion and Sustainable Development contribution by Josef Noll (UiO) presented as invited talk at the 6G Summit in 2020

Digitisation of Zimbabwe through the National Knowledge Portal
+
The Two Models
 +
The Wholesale Model This model entails collecting of all th simcards for the infospots  and the amount is handled as a whole  thereby making the one-bill system cheaper.
 +
Non-profitable Model The idea here is that the cost for education and healthcare is a societal cost and therefore the government the government should cut down the cost for the operators paying for the license bill if they provide this type of connectivity for education and healthcare.
 +
Munashe: Working with the providers is  is a good model thus the most appropriate model for this collaboration is the non-profitable model
 +
*Zimren which was formed by the universities in Zimbabwe can negotiate with the providers on this model number 2 e.g negotiate with Vodacom to cut down the cost of data
 +
Professor Dzimbo  suggests an open educational resource

+
Concept Note/ One pager
A National Knowledge Portal combines three aspects (see Figure 1), all being central for the digitisation of Zimbabwe, including the government, entrepreneurs, and every single inhabitant:
+
*1. We need to have a company that can negotiate with the providers. In this case, the professors in the meeting will work together on a one-pager on how this model can workout without bias
# Knowledge distribution for education, health, governmental information, as well as digital public goods. As an example, the portal may hold courses to acquire digital skills, and handle certificates for the educational sector.
+
*2. The open educational platform- we need to develop this platform which will form the basis for our funding application. The policy document will be a good starting point
# Data governance and innovation of national data is the core for value creation within the country. “Data is the new oil”, this statement of Telenor’s CEO Sigve Brekke demonstrates the value of data, and the need for building the economy around these national data.
+
# Inclusive access to the National Knowledge Portal is an easy way ahead for regulations. License conditions for Internet Service Providers (ISPs) and Mobile Operators could include the “free access to the National Knowledge Portal” as a prerequisite for a license.

+
Example from other states in Africa: Ghana has opened a national portal, and Ethiopia provides free access to education and health:
+
* Ghana has now (June2020) opened the National Portal, focussing on financial and governmental services
+
* Ethiopia has changed the regulations with free access to the National Digital Library (http://NDL.ethernet.edu.et), as well as to the Ministry of Health, and additional COVID-19 pages.

Collaboration for Digitisation
+
How does the Basic Internet Foundation work
+
* see our Wiki: BasicInternet.no, and How to establish an information spot
+
* Example: Hackathon in Dar es Salaam: https://its-wiki.no/wiki/DigI:TZ-Hackathon_Feb2020

+
* Our solution for an Information Spot, targeting OPEX of 20 USD/month:
Solutions.Basicinternet.no

+

+
Our focus is on knowledge transfer and collaboration
+
* We require a local partner who should in this case could be Africa University together with private companies (for the roll out) like Zimre(?spelling)
+

+
In addition to the discussion on connectivity, we also offer University collaboration - looking for academic collaboration opportunities  with University of Oslo (UiO), the Department of Technology Systems. We see that we will only make the change when bringing together all stakeholders:
+
* Governments to see the need for digitisation
+
* Operators to provide the backbone deliver on CSR for digital inclusion, see
+
* Academics for higher education and research on "digital inclusion" and "empowerment"
+
* Private business for innovation in the digital society
+
* an empowered Society for adaptation of digital solutions

Notes from the meeting

The second meeting is for identifying areas of common interest

Follow up topics

The topics to of discussion:

 • How to empower everyone to engage in the digital Journey
 • Discussing the different models of connectivity to pursue
 • Additional university partners i.e university societies in Zimbabwe
 • Concept Note/One pager as a point of departure

Josef: I have been on international discussion on how to make the state stable ( Getting rid of fake news etc) Munashe Furusa: We need to identify the areas of common interest. We need to empower both the staff and the students to participate join digital inclusion. Internet connectivity is our major challenge here at in Zimbabwe. Hapanyengwi: The issue of data is critical and we need to see whether we can find zero-rating data for e-learning

The Two Models

The Wholesale Model This model entails collecting of all th simcards for the infospots and the amount is handled as a whole thereby making the one-bill system cheaper. Non-profitable Model The idea here is that the cost for education and healthcare is a societal cost and therefore the government the government should cut down the cost for the operators paying for the license bill if they provide this type of connectivity for education and healthcare. Munashe: Working with the providers is is a good model thus the most appropriate model for this collaboration is the non-profitable model

 • Zimren which was formed by the universities in Zimbabwe can negotiate with the providers on this model number 2 e.g negotiate with Vodacom to cut down the cost of data
Professor Dzimbo suggests an open educational resource

Concept Note/ One pager

 • 1. We need to have a company that can negotiate with the providers. In this case, the professors in the meeting will work together on a one-pager on how this model can workout without bias
 • 2. The open educational platform- we need to develop this platform which will form the basis for our funding application. The policy document will be a good starting point

Project funding

The Basic Internet Foundation requires funding, typically based on common projects. One of the ideas is to work on the development of a Village platform (for technologists) https://docs.google.com/document/d/1Xcbx2iHGaleRRjQ-Y6nDu3Dr254gQtZNS507Qh1kH2A/edit
