Interoperability between DSOs
Comments from "Der Spiegel (2014)":
The Federal Office for Security in Information Technology (BSI) was given broad competences, including development of high data protection standards for smart meters, including interoperability. Interoperability should ensure that each intelligent power meter can communicate with each DSO. The BSI was thus overwhelmed from the complexity, leading to delays....
In March 2013, the BSI published the "Technical Directive 1.0" for intelligent electricity meters, a jumble of documents that together fill more than 800 pages - but according to "Der Spiegel" did not clarify even some simple question. For example, the Technical Guideline does not provide a solution for switching the vendor that manages the meter data. If a vendor goes bankrupt, another company can not simply jump in. And if an intelligent counter crashes, it is not clear where the error can be reported.
